For this purpose functional analysis of a specialist is used. The author consider that the third-generation approach which is inherent in the educational standards of vocational training is not a competence-based approach. Furthermore, the standards are targeted on the type of a specialist that does not meet the requirements of the labor market. This lead to risks of inadequate training.
